Born of more than thirty years of continuous practice (from protected-area conservation to the appraisal of major infrastructure projects), our approach is rigorous, inclusive and grounded in local realities.
Our work is aligned with the international safeguard standards, the World Bank Environmental and Social Framework, the AfDB Operational Safeguards, the IFC Performance Standards and IFAD’s requirements, while complying with Senegalese regulation, notably the Environment Code (Law No. 2023-15 of 2 August 2023).

A methodology with its own tools, from prospecting to close-out.
To guarantee the quality, compliance and traceability of its assignments, E2CS Consult has developed a toolkit of twelve instruments, aligned with the World Bank, AfDB and IFC frameworks.
Scope before producing
Screening, categorisation and a scoping note: we first establish which instrument is required, and why.
Go and get the data
Georeferenced field surveys, digital collection with KoboToolbox, and documented consultations disaggregated by sex and group.
Analyse and prioritise
Impact matrix, the avoid–minimise–restore–offset mitigation hierarchy, and measures that are budgeted and assigned.
Transfer and monitor
Team training, contractor-level management plans, grievance and consultation registers, monitoring dashboards.

What project owners ask us
When is an in-depth impact assessment required rather than an initial environmental analysis (AEI)?
The choice of instrument follows from screening: it depends on the nature of the project, the sensitivity of the receiving environment and the scale of expected impacts. In Senegal, the Environment Code (Law No. 2023-15 of 2 August 2023) and its implementing texts provide for four instruments, the initial environmental analysis (AEI), the in-depth environmental and social impact assessment (ESIA), the environmental audit and the strategic environmental assessment. Funders add their own classification, High, Substantial, Moderate or Low for the World Bank, categories 1, 2 or 3 for the AfDB (2023 ISS). We always run an upfront screening that tells you precisely which instrument is required, and why.
How long does an environmental and social impact assessment take?
For a medium-sized project, allow roughly two to four months from scoping to draft report, plus the time needed for administrative review and the public hearing. The determining factors are the size of the study area, the season (site access, ecological surveys), the number of stakeholders to consult and the availability of baseline data. You receive a detailed schedule with the scoping note.
Do you work outside Senegal?
Yes. Our assignments have covered Senegal, Mauritania, Guinea-Bissau, Cameroon and Belgium, as well as three transboundary basins (the Senegal River (OMVS), the Gambia (OMVG) and the Niger) within regional programmes that also covered Guinea, Mali and The Gambia. For each assignment we mobilise a network of associated experts (GIS specialists, socio-economists, ecologists, GBV specialists) suited to the country context.
Do you work to World Bank and AfDB standards?
That is our core business. We work fluently with the World Bank Environmental and Social Framework and its ten Environmental and Social Standards, the AfDB Integrated Safeguards System and its Operational Safeguards (to whose 2024 update our founder contributed) as well as the IFC Performance Standards and IFAD’s SECAP procedure. Every deliverable comes with a compliance grid documenting, standard by standard, how each requirement is addressed.
What happens after the report is delivered?
A study is only worth what its implementation is worth. We remain available for the administrative review of the file, facilitation of the public hearing, translation of the management plan into a contractor-level plan, training of project and contractor teams, and environmental and social supervision during works.
